The meeting took place on January 13, 2001 at the Sheraton Richmond West at 6624 West Broad St., Richmond, VA and began at 10:00 am. Preliminary Notes

B. CORRECTION: Amendment to 9/16/00. Point #8 should read, President exercised decision to hold meeting because a quorum was present. MOTION, ATTACHMENT #1 to accept business as conducted at the 9/16/00 meeting - CARRIED
2. Virginia Youth Soccer Workshop will be held in Richmond Center/Richmond Marriott, Richmond, Virginia on February 9th and 10th. The workshop will include the District of Columbia/Virginia Hall of Fame Luncheon. 3. The United States Adult Soccer Association (USASA) Midyear meeting will be held February 23rd through 25th in Baltimore, Maryland. All members are encouraged to attend, contact Suzie Price. 4. USASA Fee increase will be reviewed by the board in Cincinnati, Ohio on the weekend of January 20, 2001. Amateur and youth officials are not in favor on the increase. 5. If the fee increase passes, president proposes a meeting on May 19 to discuss ramifications of the increase. 6. 2. Please submit only additional players in the in the registration updates and do not resubmit already registered player records. 3. The Request For Proposal (RFP) was prepared and submitted to leagues for comment. No response was given by leagues. MOTION Steve Long shall distribute electronic registration RFP to leagues for comment for seven (7) days and shall then send RFP to vendors allowing thirty (30) days for response. Bids to be evaluated by a committee appointed by President - CARRIED 4. Potential evaluation committee members should send notice to President within one week of receipt of this notice. E. 2. A dialog has been opened with the Maryland State Referee Association. 3. A review of the minutes for a clarification of policies for referee training courses, five games are required to qualify. Those seeking reimbursement should submit the invoice to Don Hood.
2. Both men’s and women’s coaches are going to take the ‘A’ License course. 3. Next select team event will be in early June at Franklin & Marshall College in Pennsylvania. 4. The Association endeavors to include players from the entire Association are in the select teams. 5. The men’s players pool is around 78-80 players but the women’s pool is around 19-20. 6. All women on the select team are registered in the State Association. 7. Select Teams shall be highlighted on the MDCVSA web site. 8. KUDOS to Derek McCown for highlighting Cup teams on the MDCVSA web site. 9. College players and amateurs are eligible for select teams as long as they are registered.
2. The other Cups need to play one or two games to finish. Games will resume in March or April when the fields reopen. 3. The Virginia Beach men’s team that won the Open Cup entered it by accident, they intended to enter the Amateur Cup. 4. The time, date and location of all Cup draws are publicly announced and open to the public in order to alleviate disputes of match ups in the first round. 5. It is the responsibility of the home team to secure a playing field for Cup games. It is not the responsibility of the Cup Commissioner, Luis del Aguila, to secure playing fields for Cup games. MOTION 1 ATTACHMENT #2 Barring any national policy to the contrary, the MDCVSA will not recognize any unaffiliated club team or all-star team if a majority of its players compete in an unaffiliated league that has chosen not to affiliate with MDCVSA, for National Cups. An unaffiliated all-star team may be recognized by the MDCVSA if a similar affiliated team does not already exist. Recognition of an all-star unaffiliated team shall be allowed by majority vote of the Council at a regularly scheduled Council meeting, to be effective with the payment of proper fees. This all-star team would not be eligible for any subsidies generally provided by the MDCVSA - CARRIED MOTION 2 ATTACHMENT #2 MDCVSA shall recognize an all-star team of women’s players over age 50 for the 2001 Veteran’s Cup as a sanctioned team, to be effective with the payment of proper fees. This team would not be eligible for any subsidies generally provided by MDCVSA - CARRIED with 2 abstentions
2. Lauren Ware volunteered to develop the Women’s State Cup. MOTION To give Derek McCown approval to produce and promote the MDCVSA 2001 Men’s State Cup & Men’s Challenge Cup, total budget not to exceed $4000 - CARRIED
2. The MDCVSA account still need a better definition of income and expense. MOTION:
b. That all financial transactions of MDCVSA on and after September 1, 2000, be classified and entered according to this standardized system of accounts. c. That the Special Committee On Managerial Oversight provide the standardized system of accounts and oversee its implementation.
2. The handout was discussed and explained. 3. The members of the Audit Committee are: Anita Hood (chair), Lauren Ware, Jim Sadowski, Sibyl Tilson. 4. At issue were the player registration moneys received from leagues and paid to the USASA. 5. In the discussion of registration fees it was note that moneys based on the registration number are misleading because so many players double register and double up on insurance. MOTION That the council permit the Registrar to give all available registration data to the Audit Committee for review for purpose of reconciling income/expenses - CARRIED MOTION: The Audit Committee shall finalize one and only one list of questions and shall send these questions to the Executive Committee only, by February 15, 2001. The Executive Committee shall respond in writing to the Audit Committee by March 15, 2001. Then, the Audit Committee will provide another interim report to all Council members by April 15, 2001. The Council will consider the report, next steps and motions, as the first item of New Business at the next Council meeting - CARRIED
2. For the sake of continuity and institutional knowledge, Lauren Ware was assigned to the '99-'00 Audit Committee because she was a member of '95-'99 Audit Committee. VI. New Business: Two tournaments to be held on the Memorial Gardens on the National Mall around the end of March, The Cherry Blossom Women’s and The Cherry Blossom Coed. These tournaments have the MDCVSA sanction. VII. For the Good of the Game: No discussion. VIII. Adjournment: 3:05 PM
