  1. APPROVAL OF PREVIOUS MINUTES

    Minutes of the May 12, 2001 meeting accepted.

  2. ELECTIONS
    1. VICE-PRESIDENT - Jim Sadowski elected
    2. REGISTRAR - Ben Jones elected
    3. RECORDING SECRETARY - Michael Slie elected
    4. DELEGATES-AT-LARGE - elections postponed after a discussion of the proposed amendment submitted on 8/24/2001. The following motions were passed.
      1. To postpone election of Delegates-At-Large until the January meeting.
        PASSED
      2. Election of Delegates-At-Large should take place at the start of the January meeting
        PASSED
  3. OFFICERS' REPORTS
    1. PRESIDENT
      1. Fee increases this year, Premier league registration will cost $.50 more per player raising the cost from $4.00 to $4.50.
      2. Recreational league fees will get a $10 per team fee increase.
      3. NEXT YEAR Recreational and Premier leagues will both pay the same amount per player.
      4. The additional money will go to the United States Soccer Federation (USSF) for support of programs such as project 40.

      4. Medical claims form are to be distributed through league representatives rather than directly from the registrar.

  4. TREASURER'S REPORT
    1. Treasurer is unable to access records of financial transaction after 5/31/01 which are in possession of Bruce Williams so hand out (Attachment 1) is only complete up to 5/31/01, see Balance As Of 5/31/01.
    2. There is a potential liability of $150,000 as found by the audit committee.
    3. The Management and Oversight Committee report addresses how the State should operate in consideration of the Balance and Liabilities.
    4. Region 1 formed a committee to evaluate State books and accounts to settle issues of potential $150,000 liability.
    5. Continued activities of the Audit Committee necessitate access to archival records which are not available.
    6. Practically, the Treasurer and Registrar find it impossible to maintain records for business conducted in the previous years because for a lack of manpower and space.
    7. Although, retrieval and access to archival records will be crucial to solving questions (amounts) of money sought by Region 1 on the issue of potential liability.
      1. Treasurer to put a foot note in reports explaining liabilities and potential liabilities
        PASSED
      2. Treasurer to provide General-Ledger (GL) statement for prior years
      3. Within 30 days, Bruce Williams is to meet with the executive committee to produce all records of the organization within his possession-under pains of dismissal from current position - to be contacted by certified mail. PASSED
      4. GL statement to be produced by November 1, for members of the Executive Council. PASSED
      5. Audit Committee authorized to delegate a member to view original deposit slips from bank-cost a fees not to exceed $500.00 without further authorization.

      1. Application deadline will be first week of October
    3. STATE CUPS
  6. OLD BUSINESS
    1. NOTICE - The HOT DOG CUP will only be accepting affiliated teams until further notice.
    2. NOTICE AND CLARIFICATION - State will accept teams that want to affiliate directly only if there is no affiliated league in close proximity to that team. Otherwise, a team must join an affiliated league. Exceptions will be made for veterans cup and over 50 cup only. This policy is consistent with United States Amateur Soccer Association policy.
    3. Concerns expressed over duplicate registration - concern expressed that players misrepresent the league game in which they are injured. CLARIFICATION National policy allows dual registration though individual leagues may disallow multiple simultaneous registrations.
    4. Again duplicate simultaneous player registration is noted as a problematic situation for which there is no solution possible with current methods of reporting and reporting.
    5. Recognition that Vintage Virginia (over 50) direct affiliation has expired and we will follow the National rules concerning league and team affiliation; therefore, Vintage Virginia will no longer be allowed to affiliate directly. The amendment allowing Vintage Virginia was passed in January 2001.

    1. Regional Coach Of The Year selection is coming up soon.
      1. Sent submissions for Regional Coach of the Year to Kip Germain 1024 Towlston Road McLean, Virginia 22102 email: KipGermain@ABGC.org
    2. Applicants are needed ASAP for coaching licenses 1) Basic certificate, 2) Advanced. Scholarships are available for the National licensing program the prerequisite are B, C, D licenses.
    3. Concerning subsidies-please read Larry Monaco's report that suggests the MDCVSA yearly expenditures should not exceed the organization's yearly interest income.
    4. Referees are considering forming a union; therefore, referees need special consideration - ignoring them will cause them to form a union and that will create problems.
