  • ROLL CALL Call to order at 9:35 AM

  • CREDENTIALS REPORT
    • Total votes present 38 out of 72
    • DISCUSSION of Roberts Rules Of Order and the need of collegiality at meetings.
      • to allow WISL to vote for purposes of the meeting. FAILED
  • APPROVAL OF PREVIOUS MINUTES Annotation that the Bandits belong to the Chesterfield Women's Soccer Association.
  • OFFICERS' REPORTS
    • a) PRESIDENT
      • A hard copy report was distrubited prior to the meeting and retained for the record.
      • The web page will be used for policy upgrades and references from now on.
      • Poll results 8 votes were cast but the questions were very general.
      • IRS fines have been waived
      • Coed Cup results
      • -Open Cup Champion-Conquistadores, Capital Coed SL -Over 30 Champion-Dave's Crew, Tidewater Women's
      • Opposition to dual registration fees being charged. Current policy dictate registration fee for second pass. There is opposition to current policy but no change in policy.
      • Discussion of DNO insurance, its availability, its cost and its value in protecting yourself and your organization.
    • b) TREASURER'S REPORT
      • Distribution and discussion of the Treasurers report. A new savings account has been opened. The lack of balance and reconcialation reports were noticed by the council and it was promised that they would be included in the future.
      • Financial data will be ported to Quicken.
      • Quicken categories will be expanded to give greater detail of expenses and greater ability to normalize spending.
      • New standard reimbursement form issued.
      • Discussion of reimbursement for Kip Germain.
        • to receive Treasurer's report. CARRIED
    • c) REGISTRAR
      • Discussion, the council recognizes a need for universal , standardized paper work for use by leagues when reporting to the State Association.
      • The need for uniform hard copy forms is recognized.
    • d) EXECUTIVE SECRETARY
      • Letter by Luis Del Aguila read to the council.
      • New letterhead design is in process.
      • MDCVSA Association directory circulated amongst the council for mark-up.
      • In the future, electronic communications will be distributed through Yahoo groups and not directly to an MDCVSA list; therefore, members should bo sure to subscribe to mdcvsa@yahoogroups.com
    • e) RECORDING SECRETARY
      • In the future, minutes will be distributed in a more timely manner.
      • Please keep member contact information up to date.
  • REFEREE MATTERS a) Report from Scott Meyer, State Referee Assignor (SRA).
    • STATE MATCH ASSIGNOR guarantees choice of referees all accross the states and gives referees qualifying games.
    • BOB KUNHLE-is the current State Match Assignor.
    b) State Referee Representative The person you should consult on referee matters. c) New Referee Assault Procedures within the MDCVSA.
    • Every player is entitled to a hearing.
    • A new standard notice is to be sent to each offending player with an self-addressed stamped envelope. If the mailing is not answered then the player defaults. If the notice is answered appeals procedures will be followed.
    • Names of penalized players will be displayed on the MDCVSA web page, www.mdcvsa.org,
    • The pass photo will be displayed but punishment notices will not generally be displayed.
    DISCUSSION:
    • Does a code of conduct exist for the MDCVSA? The section of the MDCVSA by-laws named 'Obligations of teams, players and Leagues' is a code of conduct for Association members and players.
    • The distribution of displinary material should go from Executive Committee to the League Registrar.
    • Should a felonius referee that has been barred from youth games by barred from our games?
    • Any referee that refuses to make and file a match report can be charged with misconduct.
    • A disciplinary hearing is generally processed in 30 days.
  • OLD BUSINESS
    • a) STATUS OF RECOGNITION AWARD FOR DON HOOD Continued from an earlier meeting. The executive committee will decide on an award. Hall of Fame discussion follows. Don Hood and Kip Germain will be inducted to the Hall of Fame on January 25, 2003 at the United States Youth Soccer workshop. The council reacts favorably to the suggestion that the MDCVSA purchase a table at the induction luncheon.
      • That the MDCVSA buy eight (8) tickets to the January 25, 2003 luncheon where Kip Germain and Don Hood will be inducted into the Hall of Fame. CARRIED unanimously
    • b) 1995-1999 Audit Committee Status Letter read and fax sent to Luis Del Aguila about retrieving a computer and financial data. The executive committee will pursue the issue and come to resolution.
    • c) 1999-2001 Audit Committee Status Data has been recovered for the 1999-2000 period. The first report is in order.
  • NEW BUSINESS
    • a) State Cups
      • 1) State, Challenge, and Veterans Cups to be hosted by Chesterfield Virginia Soccer Association (CVSA) June 15,16
        • Featured events will be State, Challenge and Veterans Cups.
        • Format 8 teams per Cup, three games per team.
        • The State Cup is open to any registered MDCVSA player
        • The Challenge Cup is open to all player 30 years and over, with slight modifications.
        • Veterans Cup, with slight modification, open to all players 40 year and over.
        • Cost of the event will stay $4,000 even though one additional tournament is included.
          • to approve Cups tournament run by CVSA with a budget of $4,000. CARRIED
        • Date of the tournament is not yet set but a date will be chosen to avoid conflict the National Coed tournament scheduled for August 22, 2003.
    • 2) Women's Challenge Cup Report
      • The Date has not yet been decided
      • A date will be chosen that does not conflict with other summer soccer events like the National Coed Cup which is scheduled for the weekend of August 22.
    • b) Constitutional Amendment on Number of Votes and MDCVSA sponsorship of new Cups, Veteran and Coed
      • 1) Proposed Amendment on Number of Votes
        • The purpose of the amendment is to make our constitution compatible with the United States Adult Soccer Association (USASA) 'Attachment A'
        • DISCUSSION
          • to accept amendment as amended. FAILED. 16 votes opposed.
      • 2) Sponsorship of Coed and Veteran's Cup (new cups) Motion to sponsor new cups is tabled.
    • c) Select Team Discussion
      • 1) Presentation by Women's Select Team Coach Curtis Wilson
        • Speaking in favor of the select team program.
        • The program identifies players for National team and pro-team scouts at an older age.
        • Any player registered in the MDCVSA is eligible to tryout for the our Select Team.
        • MDCVSA Select Team tryouts are held at various locations within the MDCVSA geographic area.
        • The MDCVSA select team plays other Select Teams from USASA Region 1 (Mid-Eastern Seaboard) in a regional tournament, June 5, 2003 in Binghamton, New York.
        • The top finishing Select Teams at Binghamton will progress to the Donnelly Cup, held on Martin Luther King weekend.
        • The best individual players at Binghamton are recruited to form a Region 1 Select Team.
        • The Region 1 Select Team competes against other Regional Select Teams at the National Soccer Festival.
        • The best players at the Soccer Festival are recruited for the National B Team.
      • 2) Proposed Format for Region 1 Tournament, June 5, 2003, Binghamton, New York
        • The tournament lasts for the entire weekend.
        • The number of teams and format of competition had not been decided at the time of this meeting.
      • 3) Should the MDCVSA support the Select Team program? DISCUSSION:
        • Mr. Wally Watson speaks on behalf of the Select Team program, "It is the last opportunity our players have to be seen by a National scout."
        • Mat Toppee would like to see more information about the Men's Select Team distributed to his league and other Latino leagues in the Association.
        CONCLUSION: The council expresses support for the Select Team program.
      • 4) What should be budgeted for expenses? No resolution
      • 5) Approval of Travel Policy DISCUSSION: of room sharing policy.
        • That the following language be stricken from the Travel Policy: section 3 paragraph 1 "association ..." and "most...occupancy". CARRIED
        • To adopt travel policy. CARRIED
    • d) Approval of Travel Budget for Mid-Year Meeting
      • MOTION 8) To adopt budget as presented (A1) as amended with 5 instead of 3 in lodging column budgeting approximately $5,000. CARRIED.
    • e) National Cups Report.
      • Open Cup-winners: TSP, Our Way, Virginia Beach
      • State Cup-Wolf Antoni is asked to host and he is undecided.
      • Coed Cup-will take place in June and July.
  • FOR THE GOOD OF THE GAME
    • a) Wally Watson, message to the council about volunteers at MDCVSA tournaments
      • The MDCVSA needs help at tournaments.
      • The tournaments are fun.
      • Your expenses are generally paid.
      • You'll have a good time helping the MDCVSA
