    REMARKS ON ROLL CALL AND ACCREDITATION:
    • Jim Sadowski stressed the importance of proper registration and timely reporting as emphasize by recent problems such as the controversy noted above. Registration procedures are posted on the web-site and should be followed to maintain voting privileges in the Association.
    • Wally Watson suggests that we need to lend leagues a helping hand on reporting registration in acknowledgement of a complaint by Virginia International Soccer League. Mr. Watson suggests that we should be more accommodating toward those leagues that are having problems reporting registration data electronically.
    • Ralph Wills stated that sniper problems slowed down the collection of registration information.
    • Eric Hoy asked the registrar to distribute a list of edit checks for registration information so members can more easily quality check their registration data before submitting it.

V. PRESENTATION BY RYLAND DENNIS FROM DC UNITED: Announced promotion and ticket specials aimed at Adult League. Promotional literature distributed to the council.

VI. PRESIDENT'S REPORT: Hard copy distributed to the council and submitted to the record.
    A. Status of new soccer complexes:
    • Quinn Farm - needs support from our State Association
    • Lorton Development - is proceeding
    • Kenilworth Park - may have a nationally funded soccer complex.

    B. New Membership Prospects:
    • Several Hispanic Leagues have inquired about joining the association. Jim plans to meet with them soon.
    • United States Adult Soccer Association (USASA) mid-year meeting
      Date: February 23, 24, 25, 2003
      Location: San Diego, California
      • The USASA attempted to adopt a new logo but it was roundly rejected by the meeting attendees.
      • New Web Site-The USASA revealed its new improved web site.
      • Mid-Year meetings feature seminars about soccer, leagues, finance and administration which the executive committee members attended.
      • Each executive committee member speaks briefly about seminars attended and things learned at mid-year meeting.
    • Audit: Hiring an accounting firm to audit the MDCVSA may cost between $1000 and $5000.
    • Lawsuit: For incident in Culpeper, VA in spring 2002. An executive committee meeting was held on this issue on March 19, 2003.
    • Association Web Site: http://www.mdcvsa.org. Insurance summary and claim forms are available in both Spanish and English. Payment and registration "how to" pages are on the site. More information is available.
    • New Player Passes: Our Association is searching for a printer that can do player pass forms.
VII. TREASURER'S REPORT: Copies distributed to the attendees and submitted to record.
  • Review and Discussion: Every record entered into Quicken. Some account money should be moved to keep bank balance under $100,000 in each institution.
  • Internal Revenue Service Issues: This year's IRS filing is due in early April. Special thanks to Ralph Wills for clearing up IRS problems.
VIII. REGISTRAR'S REPORT (Steve Long): Questions from the Council
  • What is the registration committee, as mentioned in the Association Constitution?
  • Does the current registrar need help processing registration data?
  • Considering recent controversies, should a committee be formed to study the registration process and how to make it more foolproof?
IX. EXECUTIVE SECRETARY'S REPORT (Suzie Price): The MDCVSA set up a booth at the Virginia Youth Soccer seminar. MDCVSA representative attended the Hall of Fame induction for Kip Germain and Don Hood.

X. REFEREE REPORT (Scott Meyer was not present to give the report in person): A new referee training policy is under development. Outstanding Referee Award-you may submit referee names for the award.

XI. OLD BUSINESS:
  • Audit Committees Status:
    • 95-99-All transactions for the period have been entered into Quicken.
    • 99-01- Status (?)
    • 01-02- Audit Committee requests funds to hire a firm to do the audit.


    • MOTION: To authorize Audit Committee to spend up to $5000 to have professional firm audit MDCVSA financial records for fiscal 01 to 02. CARRIED

  • Voting Strength Changes: The President wishes support for amendment calculating voting strength by player counts rather than by team count. This policy would make our method of tallying voting strength consistent with the USASA which calculates voting strength by player counts rather than team counts. In discussion it is asserted that some leagues would rather not reveal their teams but no reason is given for this reluctance.
XII. NEW BUSINESS:
  • 2003 Women's State Cup
    • Date: August 15 and 16, 2003
    • Location: Lincoln Memorial Gardens, 17th and Independence Avenue SW, Washington, D.C.
    • Hosted by Washington Area Women's Soccer League, WAWS


    • MOTION: Sanction 2003 Women's State Cup tournament and subsidize WAWSL $500 to host. CARRIED

  • Constitution and Bylaws Review Committee: Committee assembled to check MDCVSA constitution and bylaws for errors and omissions. Eric Hoy - chair appointed. Ralph Wills.
  • Draft Tournament Sanctioning Policy: Development of a policy recognized as necessary inconsideration of issues surrounding the Big Toe tournament. The policy will include requiring passes for all players.
  • Select Teams Tournament:
    • Registration Deadline is 1 April, 2003
    • Dates: 7 and 8 June, 2003
    • Location: SUNY Binghamton, Binghamton, N.Y.
    • Cost: Women $75, Men TBA
    • As of this meeting:
      • Tournament format is not decided
      • Tryouts are not scheduled
      • Tryouts have not been advertised to the leagues.
      • Traditionally, Select Team promotion has been a hard sell.
      • Select Team tryouts should be better promoted.
      • Select Team coaches should set try out days.
      • Suggestion from the council-Move training home base of the select team each year so it's convenient to various localities.
      • Travel Budget Compliance: OK and under budget.
  • National Cups:
    • Starts in April
    • Scheduling and Deadlines are on the web site, www.mdcvsa.org
    • Home team hires the referees
    • Referee payment no longer goes through MDCVSA.
  • Veterans Cup:
    • Date: August 6 through 10, 2003
    • Location: Hawaii
    • Kip Germain is applying for reimbursement prior to Veteran Cups tournament. Advance payment $1000 or full amount of subsidy agreed to by the Executive Committee.
    • Registration Deadlines: Will advance to an earlier date.
  • Open Issues:


  • MOTION: Require sanctioned tournaments to require player passes. CARRIED

XIII. GOOD OF THE GAME

MOTION: Serially numbered passes phased for older leagues starting 1 September, 2003 and immediately for new ones. CARRIED
