I. CALL TO ORDER: 9:45 AM

II. ROLL CALL AND CREDENTIALS: no quorum achieved

III. READING AND APPROVAL OF MINUTES
    A. Corrections-to motion

    B. New player passes will carry both league identifier and league registration sequence number beginning 1 September 2003. The league identifier will be a two letter code used to identify the League that created the pass. The league sequence number will be a 7 digit number that sequential counts each registration by that league. The league code and league registration sequence number will replace the "ID No:" on player passes. Two letter league identifiers will be created by Association administration within the next week and distributed to membership immediately there after. After 1-September 2003, league registrars are required to write their league code and league registration sequence number on each pass they produce.

    C. The recording secretary was admonished for not sending minutes with one month of the last meeting.

    D. About the web site - http://www.mdcvsa.org:
    • It was noted that recent minutes have not been posted to the web site
    • Next meeting will include a web site tour
    • Council member urges that Executive committee minutes should be posted to either web site or yahoo group site from this day forward.
IV. PRESIDENTS REPORT: Copies distributed to the council and entered into record.
    A. Discussion of the President's activities since the last meeting.

    B. Status of lawsuit by player's estate: Association sued by the estate of a player killed at game in the Culpeper County Soccer League. Papers have been served to Jim Sadowski. The Association is being represented by Richmond firm. Firm filed a motion to demur on behalf of the Association. The council will be updated on further developments.

    C. Registration: MDCVSA is currently 4th in the Nation in the numbers of registered players. The estimated total number of registration is approximately 13,000 registrations.

    D. Dual Registration Rebate: Rebate for dual registration is under feasibility study.

    E. Approval of new leagues and members; these candidates have expressed interest and are under consideration:
    • Shenandoah Valley Soccer League, Claudio Vasquez in attendance
    • Manassass Soccer League, off-shoot of a Youth League
    • Alexandria Soccer League - Thanks For good/current registration data
    F. Women's Select Team Tournament Report - 2 win, 1 loss in the tournament. Curtis Wilson was the coach.
V. TREASURER'S REPORT - given by Jim Sadowski since Derek McCown was on-site running the State Cup tournament at Bryan Park in Richmond.

  • The report is not available at this meeting due to an electrical emergency but the previous report was very thorough, thanks Derek.
  • Status of accounts (given by Jim Sadowski): mid-year expenses have been reimbursed; $60,000 paid to United States Adult Soccer Association (USASA) for player registration.
  • Discussion Previous Treasurer's Report - It was quite thorough and future reports should be as thorough.
VI. REGISTRAR'S REPORT
    A. New passes have been printed

    B. Cost of Materials- Registration materials cost approximately $.50 per unit. A unit consists of pass form and lamination sleeve. Cost of passes printed with league code and serial number not known and has not been investigated.
VII. EXECUTIVE SECRETARY'S REPORT
    Travel Document Requests
    • Send them to Suzie Price in time and not two days before.
    • You must supply a roster that will be verified by Registrar and Treasurer before your team is certified to travel.
    • Once your roster is verified your travel letter will be issued.
    • Your roster will be attached to the letter.
    • Travel letters are needed for all sanctioned play outside of the geographic boundaries of our Association.
VIII. REFEREE MATTERS - Scott Meyers is not available report given by Jim Sadowski
    A. Next meeting of the State Referee committee is scheduled for 21 June, 2003
    B. Referee committee is referencing www.mdcvsa.org to determine which leagues are affiliated.
    C. A referee assault hearing is scheduled immediately after the General Council Meeting.
    D. Player Assaults-
      1. Referees are required to report all assaults upon them by players and the Association is required to investigate and/or prosecute all misconduct toward referees.
      2. All players accused of referee assault or misconduct toward referees are entitled to a hearing within the MDCVSA before penalty is imposed.
      3. All referee assaults (misconducts) must go through the Association and it is incumbent on the referee to file a report of the misconduct.
      4. Leagues may imposes their own penalties for referee assaults and misconduct directed toward referees.
      5. In referee assault cases, it should be understood that the Association is the ruling body and any league imposed sanctions will not reduce sanctions imposed by the Association.

    E. Referee of the Year Award - You may submit candidates.

IX. NEW BUSINESS - Coach of the Year Award: You may submit candidates now.

X. OLD BUSINESS
    A. Audit Committee(s) Report: No committee members are present.

    B. Constitutional and Bylaw Review Committee Report
      1. Eric Hoy (chair), Steve Long, Ralph Wills
      2. Committee currently reviewing constitution for outdated rules made obsolete because of policy or other changes.
      3. Report to be presented at the next meeting.
      4. It is recommended that registration deadlines be moved sooner in the year.

XI. NEW BUSINESS
    A. Subsidy Requests
      1. Policy discussion is needed
      2. Perhaps a new policy should be adopted to make the distribution of funds more equitable.
      3. Recommendation on Cup Subsidy Policy - Policy should be reevaluated each year inconsideration of budget, funds availability and objectives of the Association.

    B. Neptune Soccer Classic Tournament - presented by Rosie Randolph
      1. Date: 8,9 August 2003
      2. Entry deadline: 1 July 2003
      3. Decision needed on issues of affiliation in order to give the tournament MDCVSA sanction.
      4. Issue, how should player registration be handled in order to keep the Neptune Classic sanctioned?
      5. Discussion and recommendations follow
      6. Conclusion-Decision due from the Board by Wednesday 18 June 2003 and Neptune Classic will be contacted in a timely manner.

    C. Men's Select Team
      1. The men's select team was formed on short notice and traveled to Binghamton, New York for the Charley Stilletano, USASA Region I Select Team tournament.
      2. The team was competitive but was eliminated in the first round because the players lacked experience playing together.
      3. The players were all good sports in the face of adversity and the Association expresses its gratitude for their efforts.
      4. Organizers of this year's tournament realized that e-mail is not an effective medium for promoting the men's select team.

XII. GOOD OF THE GAME
    A. State Cup - is taking place today at Bryan Park in Richmond.

    B. Women's World Cup
      1. Games are scheduled in Washington, D.C.
      2. At least 2 doubleheaders at RFK Stadium
      3. A suggestion on a block of tickets for MDCVSA

    C. Next meeting

    D. Statement from the Northern Virginia Soccer League - policy changes the NVSL would like to see
      1. Select Teams program - discontinue it because it's no longer relevant and is therefore a waste of money.
      2. State Cups - should be better organized and fees should be reduced or eliminated.
