MDCVSA Registration & Payment Procedures

2007-'08 Registration & Payment Procedures


This memo is designed to give all leagues guidance on the current MDCVSA fee structure and on the rules for submitting payments and electronic registration data in order to become properly affiliated with the MDCVSA.

I. League and Player Fees
The United States Adult Soccer Association (“USASA”) modified its fee structure effective 9/1/05 and is now charging a flat $15.00 fee per player per year for insurance and registration. PLEASE NOTE, at the MDCVSA General Council Meeting on August 25, 2007, the council approved an annual per player fee of $20.00 per player, effective for all registrations received after January 1, 2008. The $1.50 increase was needed to cover additional overhead and to help offset the initial set-up costs for online registration. The new fee structure of $ 20.00 per player breaks down as follows:
  • $15.00 will be paid to the USASA
    • $9.50 for Medical & Liability Insurance
    • $3.50 for USASA programs
    • $2.00 for United States Soccer Federation (USSF) programs
  • $ 5.00 will be retained by the MDCVSA
Each league must also pay a $25.00 annual fee (no change from prior year).



II. New Required Remittance Form
To assist the leagues in calculating the payment due to the MDCVSA, we have posted a standardized Remittance Form to the web site:

All leagues must complete the Remittance Form when sending any payment to the MDCVSA. The use of the Remittance Form will make it easier to keep track of the number of registered players so that we can, in turn, ensure that all appropriate fees are being paid to the USASA. The Remittance Form will automatically calculate the amounts due once you type in the numerical information in the cells that are shaded in gray.

All leagues must also annually complete a League Affiliation Form. Please complete all of the information requested in the cells that are shaded in gray. This form helps us keep in touch with league officers and lets us know what information can be posted on our web site. This form also lets each league tell us about its seasonal schedule (such as whether the league plays in the fall, winter, spring, and summer). III. Payment Deadlines and Where to Send Payments
For the 2007-'08 Fiscal Year (9/1/07 – 8/30/08), all players must be electronically registered (and all fees paid) within thirty (30) days from the start of the season. Players registered later in the season should be registered within thirty (30) days of the date that the player participates in a match. All payments must be made by check payable to the “MDCVSA.” The payment check and a completed Remittance Form must be sent to the MDCVSA Administrator as follows:

IV. All Leagues Must Submit Complete Electronic Registration Data About Its Players
In addition to paying the required fees, the United States Soccer Federation (“USSF”) and USASA rules mandate that all MDCVSA leagues must submit the following basic information about each registered player: the player’s full name, home address, and date of birth. For the 07-08 Fiscal Year (9/1/07 – 8/30/08), this information must be submitted within thirty days of the start of the season. The MDCVSA has to report this information to the USSF each year. This information is also required in order for a player to be eligible to submit an insurance claim.

Leagues that do not submit their complete player data for all teams electronically will not be considered in good standing with the MDCVSA (i.e., unaffiliated), will risk having games considered unsanctioned/unaffiliated, will not be able to vote at council meetings, will not be able to obtain an insurance certificate, and will risk jeopardizing medical and liability insurance coverage.

It is extremely important (and required) that each league submit the required player information for all of its players. Incomplete data will not be accepted. To help leagues comply with the electronic registration requirements, we have posted an Electronic Registration Template form (using Microsoft Excel®) to the web site. Please make sure that these rules are thoroughly reviewed by your league's registrar and treasurer. It is also highly recommended that you retain a hard copy of all completed forms. While e-mail is a fairly reliable means of communication, it is not foolproof, so please keep hard copies of the submitted Remittance Form, all payment checks, and the completed Electronic Registration Template for your league's own internal records. This will ensure that you have a written record of what was sent.
